A Note From Tom Umberg:

After a productive legislative session that wrapped up in September, my team and I have been hard at work both in Sacramento and here in the District. October was a busy month — from the Governor signing many of our bills into law to celebrating new projects at ribbon cuttings and groundbreakings, and even joining in on a little spooky fun.

As we look ahead to November and the Thanksgiving season, I’m reminded that this month also brings another important opportunity — Election Day. Every Californian has the right and the ability to make their voice heard, whether by voting early, voting by mail, or heading to the polls on Election Day. Participating in our democracy is one of the most meaningful ways we can shape the future of our communities.

This Thanksgiving, I’m thankful for the chance to serve, for the civic engagement that strengthens our democracy and to connect with so many of you in our community.

LEGISLATIVE UPDATE

Capitol Collage

With the 2025 legislative session now complete, I’m proud to share that the Governor signed 16 of my bills into law — one of the most comprehensive legislative packages in the Senate this year. These new laws strengthen consumer protections, expand access to care, and make our justice system fairer and more transparent.

Our package tackled some of the most pressing challenges facing Californians — cracking down on deceptive election tactics, closing gaps in our mental health court system, protecting veterans’ access to justice, and ensuring honesty in advertising and consumer contracts.

Young Senator's Graduation

Young Senators Graduation

In September, we wrapped up our Young Senators program with a graduation ceremony in Sacramento. This year’s cohort impressed us with innovative ideas addressing housing affordability, the environment, school safety and more. A big thank you to AAA for hosting us, and to Team Umberg for making this program possible every year. We look forward to welcoming a new group of young leaders next year.

 


Ribbon Cutting of Union Pacific Park

Fullerton Union Pacific Park Ribbon Cutting

Team Umberg was on hand to celebrate the opening of the new Fullerton Union Pacific Park. After sitting vacant for many years, this lot has been transformed as part of the Union Pacific Trail project, with Phase 1 featuring a new playground and gardening boxes for families to enjoy. Special thanks to KaBOOM!, Councilmembers Ahmad Zahra and Jamie Valencia, and Vice Mayor Dr. Shana Charles for their efforts in making this park a reality.

 


Anaheim Fall Festival

Anaheim Halloween Festival and Parade 

We wrapped up October by joining family, friends, and the City of Anaheim for the annual Anaheim Halloween Festival and Parade. It was another great year seeing thousands of smiling faces — many of them expertly painted! Special thanks to Jody Daily, who has served as Co-Chair of the festival and parade for the past 14 years; thanks to his dedication, it has once again become a stand-out community event.

Governor Signing Senator Umberg's Bills

SB 27: Care Court Clean Up 

SB 27, a new law recently signed by Governor Newsom, is an important step in expanding and improving California’s CARE Court program. This legislation will help more Californians get the support they need to reintegrate fully into their communities.

The bill provides a balanced, compassionate approach—ensuring individuals receive care while giving judges a clear role in guiding the process. It focuses on implementation by learning from counties about what’s working and where improvements are needed, helping fulfill the goals of the original CARE Court legislation.

Anaheim Veterans Day Tribute

The City of Anaheim is hosting its annual Veterans Day Tribute to honor the men and women who have served our country. La Habra Veterans Day

The City of La Habra is hosting their annual Veterans Day Program at the La Habra Community Center. The event will include musical performances, guest speakers and is free for the community to attend. Guest speakers include Senator Umberg and Brigadier General Robin Umberg, USA (ret.). Buena Park Christmas Tree Lighting Ceremony

The City of Buena Park will be hosting their annual Christmas Tree Lighting Ceremony on Friday, December 5 at City Hall. This event will feature train rides, activities for kids, food trucks, musical performances and pictures with Santa Claus!
